Leung Kum Ming, Vice President of the "China Com-

mercial Stenship Company Limited", before you respectfully

states: that in order to prove the legality of the claims

which I have presenten to the President of the republic

with an extraoficial chracter, I not have to appear in

your Department in order to stablish the jurisdiction of

the acts referred to, which arise under the contract execu-

ted on the 28th of January 1903.

The Sunitary provânions which have been issued by

the Department of the Interior and the orders of the Su-

preme Board of Health, which modify the previsione of the

3snitary Code, resulted in serious confucion in the organi-

zation of the Company, which naturally imply the reparation

which the common law grants to every interest which is in-

jured.

The Juct which brought about the conflict I refer

to and details of which are to be found in the files of the

Department of the interior end of the Supreme Board of

Health, are the following :-
